Concern this week about the possible collapse of China’s Evergrande, which has a massive debt burden of $305 billion, highlights one more reason Congress needs to act to protect U.S. investors from Chinese companies.
The Sarbanes-Oxley Act of 2002 mandates the Public Company Accounting Oversight Board (PCAOB) and the U.S. Securities and Exchange Commission (SEC) inspect audit paperwork of all companies that issue securities in the U.S. The goal is to “protect investors and further the public interest in the preparation of informative, accurate, and independent audit reports.

The nonexpert disclaimer is an act of false modesty and shouldn’t be a prerequisite for voicing an opinion.
We’ve all heard someone start a sentence with, “I’m not a legal expert, but . . .” as if not having gone to law school is something to apologize for. You can sub in other words for “legal,” and you get a general form for sentence starters in many conversations.
